I reckon it'd be a big waste of bandwidth.

Well, a place to be polite, IMHO, is never a waste of bandwidth. About a year ago, our CIO wrote to all of us in the tech department, telling us to stop emailing "thank yous" and such to our colleagues because it was just clogging up the email system. I blew off his message. PArt of my job is getting people to squeeze in just one more task, to stay a bit later on certain days to handle an emergency, etc. Polite emails with a couple of words scribbled on them aren't a waste of bandwidth, they're an acknowledgement that I saw that extra effort, I appreciated it -- you've been noticed.
So based on my work experience, I'm not sure if we need a special "intro" section (it would get read about as much as our profiles, which is suspect isn't much), but I'm not about to diss any newbie for posting in General, saying hello, and introducing themself. Nor would I admonish anybody for saying "welcome". Its politeness, its etiquette. Used to be, when you came across an internet community (now I'm showing my age here), the SOP was to lurk awhile and get a feel for the discussions, locate and ready the FAQ for that forum (do we have one?), then make a first post by saying hi, and intro-ing ones self. Now on many forums I've been in, people just barrell in, not knowing or even bothering to learn the traditions, making a splash, and in some cases, opening up old wounds from holy flame wars.
I'm not trying to be Miss Manners (or maybe I am), but my 5- year old is pretty much trained to use her "polite words" all the time (even when she's pissed, she says things like "No, thank you I don't want any spinach") and I get comments about how charming and unique that is. It shouln't be unique. That shouldn't be the exception. It should be the rule. I know its just words, but I've argued strongly for language being a root of behavior before, and this is a prime example. And here, if we establish to newbies that etiquette is or is not appreciated, I think that will determine the tone of future conversations.

I reckon people don't need to introduce themselves I reckon. If they plan on posting on a regular basis, they'll gain a reputation and people will know who they are eventually.
Now, I know people like to announce they are new, but we're approaching 2000 forum members and if we made a section for that, it seems like it would get repetitive and boring. But then again, I guess a single thread called "veteran eye for the new guy" wouldn't hurt anybody.
The growing number of people is great, but I hope people don't shy away from posting alot because there are many people with +500 posts. Maybe we could set up a special thread where new people with less than 25 posts can make as many pointless one-word posts as they want. That way they can get up to 500 and feel special. This thread need only apply to Canadians.
