I got up to 16.9. Once you get past the first second and get in the rhythm it's smooth sailing from there.

Perhaps your brain just operates at that much faster a frequency than the rest of us. In reality, you hear people talking in a long, drawn-out drawl all the time, and see people walk by at a snail's pace, but you don't know anything's amiss because it's what you've grown used to. But to everyone else you are moving at a good fraction of the speed of light.

Probably not the speed of your connection, but your processor likely will. I was playing on a 2000+ and couldn't top 18 sec. I'm going to try it on my 2800+ at work on my brek.

and ya can move straight through some of the blocks if you move the mouse quickly enough.
i have only been able to do it at the very beginning with the block on the top left, but i haven't tried many times.
