I'd have to second Hope Sandoval.
Several that haven't been mentioned: Suzanne Vega Beth Hirsch (intermittent vocals on Air's "Moon Safari") Kelli Ali (Sneaker Pimps)

Rock: Kate Bush, Kim Deal, Kristin Hersh.
Non-rock: Lisa Gerrard, Yungchen Lhamo, Loretta Lynn, Loreena McKennitt.
French: Lhasa.
Oh, and I really LOVE Janie Jones' voice, especially on "House of the Ju-Ju Queen" (written by Joe Strummer )

Suzanne Vega gets my vote too. And Kim, etc.
Who said anything about carving you up, man? I just wanted to carve a Z into your forehead... |

I used to love Sinead back in the day. She has some good songs, my big problem with her is that most of her stuff sounds the same, you just get tired of it after awhile.
You know she's a Rastafarian now? She makes Reggae
