South Beloit resident Frank Black estimates he spends about $500 a year on lottery tickets. He's won a few hundred dollars at a time in small drawings but said Monday he was feeling a little lucky.
"First, he said he'd split the money among his family members and establish a scholarship fund for students struggling in school. Black said he would also buy a new house for his wife and himself a new car. Most importantly, he said, he'd give to charity."
