It's a voting booth where you can give a rating of 1-10 for every song that Belle and Sebastian have released. Pretty cool to see how the songs rank after a thousand people have ranked them.
I don't know if such an application is freely available, but if not, and there is a strong interest in something like this for frankblack.net, someone could email me with the details of how this site is configured (i.e. OS, app server, database, etc) and I would be happy to help develop a similar application.

No one had "Mosh, Don't Pass the Guy" in their 5 favorites list, but there were quite a few people who put it in their post for the "5 least favorites" thread. Mosh was also the third song to be voted off on the Cult of Ray survivor we had. I feel like crying.
The fact that Bartholomew had "Out of State" in his 5 favorites list made me feel a little better.

After more thought, and seeing other peoples favs, I now think:
1. St Francis Dam Disaster- this song is genious, I love the subtle change in the third line of guitar from E/F to E/G (thanks to Derek for showing us with his wonderful tabs). The lyrics are weird, which kinda intrigues me.
2. Headache- Simply because it was the first favorite Frank song. The beginning of everything, back in 1998. I was a late bloomer.
3. End of Miles- grows on you. Cool chord changes.
4. Everything is New Sad, but great.
5. Bullit- sounded great live. great chord changes.

This is like standing someone in a barrel and telling them to piss in a corner...a task of Sisyphean proportions. In a pretty much random, off the top of my head way, I'd go for:
CZAR (one of the best rock intros ever)
DOG GONE (gets me every time)
HORRIBLE DAY (my current fave to holler out while I'm showering)
SPEEDY MARIE (that fucking chord - just brilliant)
SUNDAY SUNNY MILL VALLEY GROOVE DAY (also a recent acquisition - even catchier than SARS)
