I've been looking everywhere for a image editor that lets you curve/arc a image. I know photo-shop has the feature; but I don't got no photo-shop.

Anyone know any freeware/shareware applications that let you do this (on Windows)?

Try the GIMP at http://www.gimp.org/

I'm pretty sure it does what you need.
