b&p means blanks and postage.
someone sends you blank cd(s) to copy onto and a postage paid envelope, the kind soul would copy the disc(s) and send back.

thats not the US ebay site. if one comes on the US ebay i'd buy it even if i DID have a CD-R of it.

It may not be on eBay US, but it's located in Florida, payment is in US funds and shipping within the states is $3.
