I love that they filmed Fargo in Grand Forks!!!
"you'll be darn' tootin' !" is the future tense of "you're darn' tootin'!" which translates to "You believe it? You better"

But that character was sad and pathetic, a tragic man in the aristotle's defintion, so it has that over-tone combinded with the local, Fargo Dialect...

I saw Fargo while living in Wisconsin, and it was priceless to hear offended fellow theatregoers say (in stereotypical Wisconsin accents) "Nooh! We dohn't tahk like thaht!"
