I thought I remembered this being mentioned here back in March, but I couldn't find it. Anyway, back then Paste announced an online poll. Here is the ballot they offered:

http://www.surveymonkey.com/Users/30428492/Surveys/85181777331/60EBFE47-A170-4986-92A8-2745DD630B9F.asp?U=85181777331&DO_NOT_COPY_THIS_LINK

The results are listed below, which I guess have just come out in Paste's June deadtree issue. Couldn't find the results at Paste's site http://www.pastemagazine.com/ , but the list was posted over at Liz Phair's site. I think the list is what Paste published but cannot personally confirm that.

Mr. Thompson at number 66, which is somewhat surprising for any number of reasons, but especially because Thompson/Black/Francis was not included on the original ballot. So Frank made the list by write-in votes alone, which I think is impressive. Of course these lists are always only so much bullshit, saying more about the host publication's readership then anything else, but usually interesting anyway. I would like to have seen Liz and Kristin Hersh also make the list, but am pleased to see Pollard, Escovedo, Sam Phillips, and others on here.

The same poll done by the NME would probably have Noel Gallagher as #1.

the list is crapalicious. they put U2 and Ryan Adams in front of Paul Westerberg and Frank? Give a break.

as a side note, no, I don't find Sufjan Stevens boring either--if you've only heard one or two albums I'd check out some more of his stuff, he employs many different sounds. That being said, he shouldn't be listed above Westy or Frank either.

I too was surprised when I saw McCartney and no Lennon attached to the front.

Oh hey! Is John Lennon missing from this list? If so, this is a joke list.

Ryan Adams, Bowie, Davies, Townshend, Byrne, Carole King- indeed.

Lists like these are created to stir. But where the heck are The Doors?!?

Haven't checked out any of his albums but I did download a 2005 show that I liked a lot. There is probably an "Illinois" in my future.

It's the best living songwriters.

I'm not as big a U2 basher as others, but 18 is too high. And David Byrne is way too low.

Maybe listing him by his real name covers his entire catalog. But, yeah. Not common knowledge. Should be Black Francis/Frank Black.

Maybe we'll see him use his real name before it's all over.

I wonder why he'd be listed as Charles Thompson when they have band names and stage names for others...

While I don't agree with the numbering system, that is a solid list of names.
